PLANNING AND ZONING COMMISSION
AUGUST 11, 2010

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on August 11, 2010

CALL TO ORDER

The meeting was called to order at 7:01 p.m.

ROLL CALL

Michael Dayton, Town Planner
Denise Horan, Town Engineer

Chairman Anthony Kayser declared a quorum present. Additionally, Chairman Kayser stated that the Commission would be voting with six members.

SITE PLAN APPLICATION – 101 Connecticut Boulevard, Installation of metal                   
handrails to an existing elderly housing complex.
Applicant: Charlie Hathaway, Hathaway Landscaping LLC.

Upon a motion by Thomas Fitzgerald, seconded by John Ryan, the Commission
Voted (6 -0) to Approve the above Site Plan Application with the following condition:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

SITE PLAN APPLICATION – 222 Pitkin Street, Installation of an electrical               
generator and concrete pad to an existing office building.
Applicant: Connecticut Center for Advanced Technologies Inc

Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission
Voted (6 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

2. Final plans are to be signed and sealed by the professional engineer or surveyor    
    licensed in the State of Connecticut that is responsible for the work.

3. Site plan bond set in the amount of $10,000.00.

SITE PLAN APPLICATION – 195 Riverside Drive a.k.a Goodwin College,
Installation of a soil vapor extraction & air sparge system piping and trailer.
Applicant: Goodwin College Inc.

Upon a motion by Thomas Fitzgerald, seconded by John Ryan, the Commission
Voted (6 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

2. Final plans are to be signed and stamped (ink & impression) by the Professional
   Engineer and Land Surveyor.

3. On sheet BBST-1, add notes specifying that all disturbed areas are to receive 6” depth
   of topsoil and turf is to be established.

4. On sheet BBST-1, add a note specifying that on-site storage of any drums necessary
   for the operation will not be allowed on site.

5. On sheet BBST-1, add overall dimensions to the proposed bituminous concrete pad.

6. On sheet BBST-1, add a note specifying that all equipment, fencing and bituminous
   concrete pad is to be removed upon completion of remediation and the area is to be
   restored with 6” depth of topsoil and turf is to be established.

7. On the bio-venting/bio-sparging trailer enclosure detail on sheet MD-1, revise the size
   of the bituminous concrete pad and fence to allow for the real size of the trailer with
   its appurtenances and access doors, provide more description on the proposed fence
    with respect to materials and colors, add a gate opposing the one shown on the detail
   for removal and placement of the trailer, and revise the extent of the bituminous
   concrete to extend out beyond the fence a minimum of a foot.

8. Site plan bond set in the amount of $12,000.00.

SITE PLAN APPLICATION – 400 Main Street a.k.a Pratt & Whitney, Hangar                                                                   
building partial demolition and façade renovations to an existing manufacturing facility.
Applicant: Pratt & Whitney / Jeffrey Bridgman

Upon a motion by John Grottole, seconded by John Ryan, the Commission
Voted (6 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

2. Final plans are to be signed and sealed by the professional engineer or surveyor
   licensed in the State of Connecticut that is responsible for the work.

3. Clarify on the plans that the existing foundation slab is to be left in place, the high
   points cold planed or ground smooth, and that the slab will be shaped to drain
   stormwater. Add proposed grades and slopes to the plan to depict how the slab,
   proposed driveways, and walkways will be shaped and graded to drain stormwater.

4. Add notes to the plans to sawcut the existing concrete slab at all locations where river
   stone, bituminous concrete driveway and bituminous concrete sidewalk are to be
   installed.

5. At each note (including the legend) where bituminous concrete driveway, bituminous
   concrete walkway, and river stone are specified to be installed, specify that the
   existing concrete slab is to be removed.

6. Provide invert and top of frame elevations on the plan for the catch basin where the
   footing drain outlet pipe is being drained to.

7. Provide information on the plan to demonstrate that there will be three feet of cover
   over the footing drain outlet pipe and specify sawcut and pavement repair for its
   installation.

8. On the Stone will Steel edging detail, revise the detail to graphically depict the
   existing concrete slab that is to remain adjacent to the proposed steel edging.

9. Site plan modification bond set in the amount of $17,000.00.

SITE PLAN APPLICATION – 427 Silver Lane a.k.a United Technologies      
Research Center, Construction of a fuel storage building to an existing research and development facility.
Applicant: United Technologies Research Center / Mark Dittrich

Upon a motion by Kathleen Salemi, seconded by John Grottole, the Commission
Voted (6 -0) to Approve the above Site Plan Application with the following conditions:

1. In evaluating this application, the Planning and Zoning Commission has relied upon   
    information provided by the applicant and, if such information subsequently proves to   
    be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified  
    suspended or revoked.

2. Final plans are to be signed and sealed by the professional engineer or surveyor     
    licensed in the State of Connecticut that is responsible for the work.
